Throughout 2011 and 2012 Crystal Harris established the groundwork contacting local and state legislators to spearhead Assembly Bill 1522, which was inspired by her personal victimization of domestic violence. In 2011, Crystal was ordered by a court to pay her husband’s legal fees, plus monthly spousal support, despite the fact that he was convicted of committing violent sex crimes against her and was sent to prison. AB 1522 was authored by Assembly Member Tony Atkins and supported by Assembly Member Martin Garrick. AB 1522 unanimously passed both the senate and assembly and was signed into law by Governor Brown in September 2012. Through her efforts Crystal was able to bring together groups as diverse as the CFRW, San Diego County District Attorney’s Office, CA State Legislature, and CA NOW to help support legislation that will help so many women in the future. Assembly Member Toni Atkins commended Crystal for self?advocating and standing up for the rights of rape and domestic violence victims.
 
Community Involvement for 2011 & 2012
 
For the past two years Crystal has dedicated her time and efforts to move AB 1522 forward. She traveled to
Sacramento on numerous occasions to testify on AB 1522. She has made repeated appearances on local and
national radio and television programs, as well as countless interviews for news publications. Crystal dedicated her time to ensure that not only does AB 1522 keep crime victims from being re?victimized in court, but it can also serve to possibly prevent spousal sexual assault by the dis?incentives created in the bill. If you sexually assault your spouse, or attempt to murder them, you are no longer entitled to any financial rewards and actually must pay attorneys fees as a sanction. Crystal also served as a featured speaker at a “Women Making A Difference Reception” in Carlsbad, and at the Center for Community Solutions ? Domestic Violence Conference Speaker.
